As a Senior Staff Member of the Probate Court, Frank has:
Handled over 1,000 cases including the probate of wills and administrations, adoptions, mental health commitments, guardianships and conservatorships, and eminent domain
Overhauled the internal process to review, digitze, and retain court documents
Developed a system to monitor/generate comparisons and produce an annual report on the mental health commitment process
Maximized the use of technology to serve the general public and legal community
Led efforts to improve time/process management
As Elections Administrator, Frank has:
Increased transparency and improved accountability to the public
Implemented new technology including the use of iPads and introduction of state of the art ballot tabulators
Overhauled internal processes to streamline operations and provide better service to each voter
Developed and successfully launched a comprehensive voter information website and detailed election results platform available to all citizens
Maximized use of federal and state grant resources to improve the overall voting process
Improved retention and training of more than 900 election workers

Personal life is focused on family - the maternal side of Frank’s family goes back eight generations in Madison County
Frank and his wife, Jennifer, have been married for 16 years – their son, Grant, is nine and a student of Huntsville City Schools
Active member of Latham United Methodist Church, where he has served as Vice-President of United Methodist Men and Chair of Communications
